Hollow, yellow-brown fish-faced figure with four arms is the representation of INVEJA (Portuguese for envy), one of the 'seven sins'--the sin name is carved into the base front, with "JR" at the back. The three-headed fish/person with two arm-like appendages on its head and scales covering upper body is holding four birds.
